Reintroducing the Mexican wolf: will the public share the costs, or will the burden be borne by a few?
Article Abstract:
The U.S. Fish and Wildlife Service should include compensation for livestock losses in its plan for reintroduction of Mexican wolves in New Mexico and Arizona. Livestock depredations by reintroduced wolves could be considered takings under the Fifth Amendment. Livestock owners should not be required to engage in expensive litigation to receive compensation, however. Instead, a fair and efficient compensation program should be established.
