The article discusses the 1999 9th Circuit ruling RIAA v. Diamond Multimedia Systems, Inc., which ruled that Diamond Multimedia's Rio was not a "digital audio recording device" as defined by the Audio Home Recording Act of 1992 and thus did not violate that act. This ruling is the latest step toward breaking up the music distribution monopoly held by large recording companies.

The Unfunded Mandates Reform Act of 1995
Article Abstract:
Congress made it more difficult for itself to promulgate regulations without funding them under the Unfunded Mandates Reform Act of 1995. The Act also stipulates that federal agencies must discern the effects of their regulations on local and state governments and on private businesses. The agencies, however, will carry the load in making this Act a successful.

Foreign entities whose Web sites violate U.S. laws relating to drug advertising, securities offerings or obscenity may subject American affiliates to prosecution
Article Abstract:
American affiliates of foreign companies could be prosecuted in US courts if the foreign-based Web sites break domestic US law. This could occur in areas such as obscenity law, securities offerings or drug advertising. These laws could be given an exterritorial application.
