Rural HIV-service networks: patterns of care and policy issues
Article Abstract:
Improvements in Rural HIV-service network require federal, state funding and guidelines for service development accompanied by a broad-minded attitude from rural communities for addressing the infected population. Public policy on the rendering of rural HIV services must incorporate empirical research on the epidemiology of AIDS, and the organization and cost of services. HIV education has to be initiated to increase people's awareness about the infection. Planning grants should be provided to rural areas. The problem of shortage of rural healthcare providers should be solved.

The epidemiological model of AIDS did not prevail when discussions were held in the early 1980s about the safety of the US blood supply. Public health and medical rationales supported action, yet scientific and commercial concerns demanded certainty, thus introducing a crucial delay.
