Sending children back; efforts to reverse adoptions face strong legal obstacles
Article Abstract:
Attempts to annul adoptions usually arise for one of three reasons. First, a stepparent may seek to annual the adoption if the marriage breaks up. Second, the child's behavior may be deemed uncontrollable. Third, the parents seek to annul when physical or emotional problems of which they had no prior knowledge become apparent. Annulment rarely succeeds, but actions for child care costs against agencies who have placed physically or emotionally handicapped children are on the rise.

Free the children: a cumbersome adoption process is keeping families apart
Article Abstract:
The ABA and local bar associations are working to train attorneys for pro bono or low-fee adoption work. In many cases, the adoption process moves too slowly for both children and adoptive parents, particularly when the termination of biological parents' rights and other legal issues are involved. Volunteer attorneys can steer adoptive parents through the legal and bureaucratic maze and help unite families.

The Promotion of Adoption, Safety and Support for Abused and Neglected Children Act would change the emphasis on family reunification in the Adoption Assistance and Child Welfare Act of 1980 and no longer require this as a condition for receiving federal aid. Critics fear that assembly-line adoptions and less justice for all dysfunctional family members will result.
