Settling racial conflicts is CRS goal; little-known division of Justice dispatched to resolve school bus dispute
Article Abstract:
The Department of Justice's Community Relations Service (CRS), formed to help implement the Civil Rights Act of 1964, aims to resolve racial conflict at the local level by non-adversary means. CRS was involved in 3,817 disputes in FY 1992, up about 1600 from FY 1990. About half of these cases resulted from calls to the Justice Department's 1-800-347-HATE hotline. CRS officials initiated the others when they saw problems. CRS is relatively unpublicized because their work must remain confidential while in progress. Moreover, they fear an overload of work were they to advertise.

Mississippi changing; how gambling helped the nation's poorest court system
Article Abstract:
Mississippi has long had the nation's poorest judicial system, but thanks to the efforts of attorney and Mississippi Bar Assn pres Grady Tollison this will soon change. The state has enjoyed some $38 million in additional revenues since a chain of casinos opened there in 1992. Due to Tollison's lobbying efforts, part of this money will go to improving the courts. Tollison's next project is to fund an indigent defense system run by the state.

Security lax before Dallas shooting; politicians reluctant to spend money for court safety improvements
Article Abstract:
Politicians are often reluctant to spend money on courthouse security. An example is the Dallas County, TX, court system, in which judges' warnings about inadequate courthouse security went unheeded until in Jan 1992 a gunman shot his spouse and himself inside one of the courthouses. Between 20 and 30 such incidents are reported annually, and as many as 100 unreported incidents are thought to occur each year.
