State groups seek historic gathering

Article Abstract:

The Council of State Governments, the National Governors' Assn and the National Conference of State Legislatures have called for a Conference of the States. Concern about the federal government's continuing imposition of expensive and burdensome regulations on state and local governments has prompted this move. The Council of State Governments would be the formal organizer of the conference, which would vote on proposals regarding the federal-state division of power and suggest policies to lighten the burden on states. The proposals would be sent back to the states to approval and from them possibly to Congress in the form of a petition.

Court to revisit role of Congress in Brady test; controversial issue of state sovereignty and federal power takes center stage

Article Abstract:

The US Supreme Court has granted certiorari in a gun control case, Mack v. US.This case involves two county sheriffs who sued the federal government over the constitutionality of the Brady law provision which has local officials do federal background checks. The sheriffs contend this provision violates the 10th Amendment, which reserves for the states those powers not given the federal government in the Constitution.

ABA committee chooses big-city, big-firm insider; nominating groups association's next chief from a major Philadelphia firm

Article Abstract:

The ABA's nominating committee chose Jerome Shestack to be its 1997-1998 president during its midyear meeting in Baltimore on Feb 1-5, 1996. Shestack, who works for the Philadelphia firm of Wolf, Block, Schorr and Solis-Cohen, defeated South Dakota attorney Charles M. Thompson by a vote of 31 to 30. Shestack indicated he want to focus on attorneys' professionalism and self-esteem during his term.
