Stations face regs for kids' programming; FCC's strict view of 'educational' in three-hour-per-week rule gets a poor reception
Article Abstract:
Today's television marketplace has become increasingly competitive and broadcasters face a difficult task trying to make educational programming viable in this environment. The FCC has issued regulations implementing the Children's Television Act of 1990 requiring that each commercial television station air three hours of children's educational programming weekly as a condition of license renewal. Broadcasters argue that most television stations will have to obtain such programming from the networks or independent syndicators and the cost will go up with many stations competing for the same programs. Other difficulties include the specificity of the FCC definition of educational programming.

Justices took a tough stance on immigration
Article Abstract:
The Supreme Court took a tough stance on immigration during its 1992-3 term. In three separate cases the court ruled against juvenile aliens, Haitian refugees and the poor. Claims that unlawful Immigration and Naturalization Service policies kept minors from receiving amnesty were dismissed, and the court ruled that Haitians interdicted at sea had no right to US protection. Amnesty for immigrants and a review of cases heard by the court are included.

A row among Nevada justices gets bitter
Article Abstract:
Nevada's Chief Justice, John Mowbray, has been accused by three fellow justices of being mentally unfit for the job. The 73-year-old Mowbray, who is running for a sixth term on the state's Supreme Court, has challenged the other justices to a mental test. At issue is the court's Rule 7, which specifies that if the chief justice in unable to perform his duties, the 'vice chief justice' should replace him.
