The 9th Circuit pushes for a tougher Rule 11
Article Abstract:
The 9th US Circuit Court of Appeals has issued a Rule 11 report claiming that that circuit's Rule 11 sanctions are less severe and less frequent than those in other circuits. According to data from the American Judicature Society and the Federal Judicial Center, Ninth Circuit judges declined 67.2% of sanction requests compared to the Fifth Circuit's 47% and the Seventh Circuit's 45%. The dollar amount of sanctions was also greater in the Fifth and Seventh Circuits. The Ninth Circuit would like to institute stricter Rule 11 procedures.

Article Abstract:
The 9th US Circuit Court of Appeals held its 1993 conference in Santa Barbara, CA in mid-August. The main topic this year was how to improve relationships between the federal judiciary, state courts and other branches of government. Other news from the conference included pledges by Attorney General Janet Reno to improve criminal justice administration and a panel on the roles of federal and state courts in habeas corpus appeals.

The Intellectual Property Conference of the Americas took place on July 14-17, 1996. Attendees at the conference, hosted by the US Patent and Trademark Office, came from 34 Western Hemisphere countries and heard American intellectual property protection policy as interpreted by the Clinton administration and key US content owners. The aim of the conference was to create other cultures open to intellectual property protection.
