The Next Steps approach
Article Abstract:
Prison management techniques applied in the Next Steps program can help maintain prison security and ensure a smoothly running prison system if prison administrators work cooperatively with each other and the Next Step agencies. The agencies' relationships with prisons rely heavily on cooperation and mutual service. Accountability for incidents such as the Parkhurst Prison escape should shared. The program has been well regarded by many administrators; shifting of blame and levelling accusations can only be detrimental to all concerned.

The Learmont inquiry

The report detailing security and other prison related issues connected with the 1995 escape from the UK's Parkhurst Prison should be carefully considered in future prison management programs. Human errors were largely responsible for the escape as the report notes a lack of proper security equipment, inappropriate construction work, inexperienced staff, and poor management. All these problems are correctable and must be addressed immediately to prevent further escapes and assure prison stability.

Learmont: dangerously unbalanced
Article Abstract:
The Learmont report on the 1995 escapes from the UK's Parkhurst Prison is unbalanced and focuses too strongly on restriction and punishment while ignoring factors concerning humane prison conditions and care. Security should be considered in balance with prisoners' needs for space and safety. Prisoners provided with better conditions are less likely to revolt and thus prisons can maintain their goal of enforcing criminal justice and providing for public safety.
