The White House counsel takes center stage
Article Abstract:
The highly visible role of White House counsel Charles Ruff in Pres Bill Clinton's impeachment trial is bound to increase the prestige and importance of the office, as well as speeding up the trend toward enlarging the office's duties. Half of the 16 permanent legal posts in the Clinton administration do actual government work, while the other half are devoted to the Clinton scandal. The size of the office permits the president to take in-house some of the legal analysis which had previously been done by the Department of Justice.

The Internet has become much used by attorneys and support staff in intellectual property practice, and Web sites for both US and foreign patent and trademark offices are free sources of information. Disadvantages of the governmental when compared with the fee-based services include less frequent updating, leaving out inactive trademark registrations or applications, and occasionally omitting assignment information.The Internet is very well suited to investigations of the common-law use of trademarks.

Article Abstract:
The general counsel of the National Labor Relations Board has since 1947 held a unique position as a wholly independent prosecutor who nevertheless shares authority with the board. The Taft-Harley Act of 1947 amended the 1935 Wagner Act by adding Sec 3(d), giving the general counsel remarkable powers. This has led to some unforeseen but resolvable problems, and has helped create a structure of proven fairness, resilience, and adaptability for the past 60 years.
