The absence of evidence is not the evidence of absence

Article Abstract:

Republican members of the US Congress established securities litigation reform as a component of their "Contract With America" in the 1994 elections, but effective reforms should also consider state securities law reforms. The debate has primarily focused on the impact of these reforms on the markets and whether abusive practices are in fact adversely affecting the markets. Federal legal reforms may have little impact if reforms at the state level are not encouraged as well.
