The theme is moral responsibility, with a young American arrested for hashish possession in Malaysia and sentenced to die in just 8 days. The friends who were in Malaysia when the drugs were purchased can avoid the one's death sentence if they return and each serve time in prison. The movie also raises questions of legal ethics and every lawyer should see it.

Cash-strapped Philadelphia will finally pay verdicts
Article Abstract:
Philadelphia Mayor Edward G. Rendell is trying to surmount the city's fiscal crisis and resolve cases against it more quickly. Rumor had it that prior to the Rendell Administration, the city's Law Dept delayed settling cases to make the city appear to have smaller deficits. Rendell has borrowed $49.9 million from the fiscal oversight panel to pay verdicts and settlements for FY 1993-94.
