The electronic agency and the traditional paradigms of administrative law
Article Abstract:
Administrative procedure can be computerized in the areas of rulemaking, dispute resolution, management and delivery of government services. This can be done without unduly compromising the three main purposes of administrative procedure: formality, efficiency and public participation. Efficiency would clearly be advanced by improving access and standardizing format. The blurring of boundaries between the public, agencies and courts inherent in computerization may lead to a rethinking of the public participation and judicial review steps of the administrative process. Good systems design can ensure formality.

Evidence before French administrative courts
Article Abstract:
The Conseil d'Etat, 33 administrative tribunals and five administrative courts of appeal decide claims against the government in France. The government's actions are presumed to be legitimate in French law, and the citizen bringing the claim normally has the burden of proof. The judge's job is to adjudicate disputes, not make law. Due to the secrecy allowed to shroud various kinds of government information, it is sometimes difficult to obtain evidence, which must be in writing rather than oral. The increasingly international nature of society also makes obtaining evidence difficult.

Richard H. Keatinge (1918-1992) (former Chair of ABA Administrative Law and Regulatory Practice Section) (Obituary)
Article Abstract:
Richard H. Keatinge was a former Chair of the ABA Section of Administrative Law and Regulatory Practice. Keatinge, who died in 1992, was a very active and influential member of the Section, and was key in shaping ABA positions on administrative law when he represented the Section in the ABA House of Delegates. Keatinge also served on the ABA's Board of Governors.
