Collective investment key to Venezuela recovery; need to revive capital markets and encourage small investors inspires new law, privatization
Article Abstract:
Venezuela's stock market took a major step toward modernization with passage in Aug 1996 of the Law for the Central Depository and the Collective Investment Entities Law. The latter seeks to create a structure for forming, running, organizing, and regulating mutual investment funds, risk capital funds, and real estate funds, as well as their public offerings. It also regulates management companies of funds, and features strict regulations to ensure operation of the funds in compliance with the law.

The SEC's no-action letter of Apr 19, 1995, to Templeton Russia Fund approves a new custodial arrangement for a non-diversified, closed-end fund holding Russian securities. Doubts about the security of Russian share ownership registration has plagued the development of their market. Russian, US, and international entities are launching Russia's first independent share registry, the National Registry Co.
