Top profs: not enough to impeach; NLJ 'jury' of 12 con-law experts weigh evidence

The 12 constitutional law professors polled by the National Law Journal agreed that impeaching Pres Bill Clinton for the acts Independent Counsel Ken Starr says he did would be unconstitutional. Prof Laurence H Tribe states that equating the use of privilege to shield information with an abuse of power is dangerous. Clinton's perjury stems from acts the Founding Fathers saw as personal not governmental, and so does not warrant impeachment either. These scholars also agree that Clinton would almost certainly be impeached if he were a judge but that impeachment standards there are different.

Calling witnesses could help Clinton; would prosecution be wise to call 'the lover, the best friend, the loyal secretary...'?

Pres Bill Clinton's lawyers in his impeachment trial so strongly oppose the calling of witnesses that they have offered to stipulate to the entire extant record, one compiled solely by Independent Prosecutor Kenneth Starr, while the House prosecutors urge that a trial without witnesses is no trial at all. The most commonly mentioned possible witnesses, either because of their ability to resolve factual disputes or because of their alleged role in the obstruction scheme, are Monica Lewinsky, Betty Currie, Vernon Jordan, Sidney Blumenthal, and John Podesta.

The 13 members of Pres Bill Clinton's impeachment trial before the US Senate are Republican members of the House of Representatives who sat on the Judiciary Committee and also voted to impeach Clinton. They know that Clinton's legal team has some of the country's fines lawyers. These 13 managers boast diverse experience which includes work as prosecutors and in private practice working for law firms of various sizes.
