Seeking a fix for election law; panelists say First Amendment protections may block reform efforts

Article Abstract:

Expert panels at the ABA Administrative Law and Regulatory Practice Section's fall 1997 meeting discussed campaign finance reform, which tends to involve limits on soft money contributions. This limit regulates speech, and freedom of speech is a constitutional right. Until voters cast ballot because of positions on campaign finance, there might not be any reform.
