Unemployment compensation: a proposal for an optional system of self-insurance
Article Abstract:
State-run unemployment insurance is an inefficient monopoly that would be better served by some outside competition, possible if larger employers are allowed to self-insure. This would provide competition and give larger employers a way to ensure their employees are protected at a lower cost than the state program. Opponents charge that the state program would be burdened with all the high-cost businesses and self-insurers would risk insolvency if too many or long-term claims were made. However, competition should improve the state system and most unemployment claims are of short duration.

State high risk pools for the uninsurable - a critical analysis
Article Abstract:
State sponsored insurance pools offer coverage to otherwise uninsurable people but are limited in their effectiveness due to funding deficits. In 1992, 27 states had enacted high risk pools and 11 others have mandated open enrollment periods for Blue Cross/Blue Shield plans. The benefits offered in these plans are decent but the premiums are too high for many people. Most of the funds set up to pay for coverage are over-extended and voters are not willing to contribute more money. These plans are not meeting their goal of insuring the uninsurable.

The changing environment for group medical expense insurance
Article Abstract:
The use and management of group medical insurance has changed dramatically over the past decade, but increasing costs and the growing number of uninsured people suggests that it needs to keep evolving. The history of group coverage is discussed, as are recent trends in coverage and possible state and national health care reform solutions, including national health insurance.
