Victims' rights advocates on a roll; president's endorsement of constitutional amendment follows recent court victories
Article Abstract:
The victims' rights movement is flourishing, with at least 17 states having passed constitutional amendments giving crime victims new rights, such as the right to be heard at parole hearings. Victims' advocates are lobbying for an amendment to the federal constitution. Critics warn that such amendments assault federalism and victims would are a third party which would destabilize the two-sided, adversarial criminal justice proceeding.

Clinton will change regulatory climate
Article Abstract:
Bill Clinton's administration will probably be more inclined towards regulatory than marketplace solutions, although the necessity for political compromise may moderate changes. Clinton's regulations will probably be more expensive and subject to less oversight. One area likely to see increased regulation is biotechnology. The regulatory moratorium may end as early as Jan 20, 1993.

Clinton's real plan on crime
Article Abstract:
Bill Clinton wants to address the root causes of crime and drug abuse by 'investing in people,' providing better schools, health care and job training. He also recognizes that 95% of US criminal prosecutions take place at the state and local levels and favors a federal partnership with authorities at those levels with better allocation of resources.
