What the Contract with America means for securities lawyers: 'common sense legal reform.'
Article Abstract:
The securities litigation reforms proposed in the US House of Representatives and US Senate in 1995 are the wrong response to rising securities litigation. The savings and loan crisis and the actions of Charles Keating demonstrate the harm that can occur under deregulation. Small investors must have mechanisms available to seek redress when defrauded. Increased pleading requirements, restrictions on class actions and limits on damages will create barriers to remedying abuses of the securities laws.

The Securities and Exchange Commission's small business initiatives
Article Abstract:
The SEC has initiatives for small business to reduce the obstacles for capital formation. The initiatives include modifications in disclosure requirements, as in Securities Act Release No 6924 and No 6949. Release No 6950 concerns a transitional system for reporting and registration. Proposed amendments to the Investment Company Act include Release No 18612 and No 18611 which would raise allowed aggregate offering prices.
