What this court needs is a justice with vision
Article Abstract:
President Clinton's Supreme Court nominee must be a person of vision who will protect the constitutional rights of all Americans. Justices William Brennan and Thurgood Marshall are no longer on the Court, and vigilance is needed over the effect of government policies on the rights of the poor to education and housing. The 14th Amendment's due process clause accords constitutional protection to property rights, and someone to step into Brennan's shoes and argue that the rights to education and housing are property rights is needed.

If only Prof. Ackerman's theory were right!
Article Abstract:
Professor Bruce Ackerman's argument that presidential impeachments by a lame duck Congress violate the Constitution and thus Pres Bill Clinton's impeachment cannot take place is incorrect. Art I, Section 2, clause 5 of the US Constitution gives to the House of Representatives the sole power of impeachment. Impeachment is a binary power, not a unitary one belonging to one of the three divisions of the federal government.
