Market-oriented open network provision
Article Abstract:
The governments of EU member countries should enact 'standards for standard setters' to transcend the incompatibility of technical standards in each country and facilitate an open network for international trade in goods and services. Such standards, however, should not lead to excessive regulation by government agencies nor enhance the market power of industries involved in the standardization process. Rather, these two standard setters should be 'prevented to regulate in the competitive and contestable parts of the network.'

Issues concerning the study of network connection charges and churn costs paid by the customer in a competitive business are discussed. The relative significance of these fees and the issue of up-front costs are examined.

Issues concerning the improvement of predictions of the success of telecommunications services are discussed. A detailed analysis which examines the influence of network effects on these forecasts is presented.
