The effect of Section 271 on competitive entry into local telecommunications markets: an initial evaluation
Article Abstract:
The landmark Telecommunications Act, under 271 permitted Regional Bell Operating Companies to offer long distance service to local customers in exchange for opening up their own local networks to local competitors in that state. Using state level panel data set the study evaluates the effect on entry into the local telephone exchange market, and concludes that there was no significant impact of section 271 denials on the entry of local competitors, though their numbers increased before and during the year Section 271 approval was granted.

An assessment of telecommunications reform in developing countries
Article Abstract:
The impact of policy reforms on the sectoral performance of global telecommunications on between the periods 1985-1999 is evaluated. It also discusses how the change in one policy can be affected with the implementation of the other policy.
