Issues related to the investigation of repeat criminal offenders in Minnesota by a reporter from The Star Tribune are examined, focusing on the fact that unless repeat offenders commit heinous crimes they may often be on release from jail and part of the probation system. Topics include the databases compiled by the reporters; lack of public probation data in some areas; and the decision by the criminal justice system, after the story was published, to create better methods to track criminals.
