Lt. General Bryan Brown, of the U.S. Special Operations Command, said that the high-tech Advanced SEAL Delivery System mini-submarine is on schedule to achive its initial operations capability by the 2003 summer. The submarine has been delayed by cost overruns and delays in schedule.
