In February 2000, Chris Smith from the Department for Culture, Media & Sports and Stephen Byers from the Department of Trade and Industry stated plans for new regulations for the communications industry. Their goal is a regulatory framework that would cover the content and infrastructure issues of both telecoms and broadcasting.
