Stephen Whittle is director of the Broadcasting Standards Council, the industry watchdog. He was previously head of religious programmes at the BBC and later became BBC chief adviser, editorial policy. His policy making expertise will help as he oversees the merger of the Broadcasting Standards Council and the Broadcasting Complaints Commission.
