5Cruise missile technology proliferation takes off

Article Abstract:

The active support rendered by several nation states for cruise missile systems and technology has led to a proliferation of the systems worldwide. Pakistan's ability to design, build and test its Babur cruise missile in almost total secrecy is an alarming indication of how cruise missile technology is proliferating, and that the technology is no longer a super-power preserve and is spreading both through illicit technology transfer and concerted national development programs.

The increasing diffusion of relevant technologies and robust market prospects for missile systems, combined with minimally cost effective international controls over the trade in cruise missiles suggests that IranEs cruise programme would mature further.

China reforms its strategic exports control regime

Article Abstract:

China has reformed its strategic multilateral non-proliferation regimes by joining the Nuclear Suppliers Group and holding talks with the Missile Technology Control Regime, however doubt still remains about the capabilities of China's new export control system. The export control system's effectiveness depends on China's willingness to find better methods of monitoring exports, enforcing the regulations and punishing violators.
