Are small navies an endangered species?

Article Abstract:

The rising cost of maintaining a modern well-equipped navy is a problem especially for countries such as New Zealand where human resources will not permit the creation of a sizable navy. At a time of decreasing defense budgets, the situation seems grave for the world's small navies who might be forced to reduce their capabilities and revert to Coast Guard-type forces. However, it is heartening to note that naval powers, such as the US, recognize the importance of small navies in the field of coalition operations.
