European command looks south and east

Article Abstract:

The focus of the U.S. European Command is on smaller regional conflicts, notably the Operation Allied Force in Yugoslavia in 1999, and on building partnerships with nations that used to be part of the Warsaw Pact. The U.S. is shifting its strategic attention to an 'arc of instability' that cuts across Africa, the Middle East, and South-west Asia.

The purpose of war

Article Abstract:

Issues concerning the changing objectives of war from the attrition model of destroying the enemy's army and occupying his capital to a new, revolutionary way where the effects of mass is achieves without the actual massing of forces. New technologies may be exploited to lower the cost of lives and resources on both sides.

Issues concerning the strengths and weaknesses of Air Force technology and specializations are presented. Officers have evolved into occupational tribes, with their identities entrenched in their occupational specialities. Issues described include the problem of middle and senior ranks that are overly specialized.
