How safe is Russia's nuclear arsenal?

The Russian military's ability to maintain nuclear safety is being challenged in the face of poor health, drug abuse, a failing economy and rampant crime plaguing the country. The country depends on reliable people rather than equipment to secure its nuclear arsenal. The difficulties facing Russian military, including drug abuse, dire economic conditions, corrupt practices that undermine the professionalism of the military, should raise fears in the West over Russia's ability to secure its nuclear weapons.

Russia's latest spy satellite
Article Abstract:
Russia's latest photoreconnaisance or spy satellite was the Cosmos 2290, which was launched on Aug 26, 1994 and appears to have been deliberately de-orbited on Apr 4, 1995, after a 221-day space flight. Its mass has been placed at 10.6 tons in some Ukrainian literature. The satellite may have represented the first flight of the new Kuban satellite bus, but it is more likely that Cosmos 2290 was a test flight that did not carry a recoverable system, a feature that might be integrated into future flights.
