Managing ASAT's: the threat to US space
Article Abstract:
The incentive by a second- or third-tier power for developing, constructing and deploying anti-satellite (ASAT) weapons for use against low earth orbit (LEO) satellites has become stronger than ever. This is because of the potentially disastrous effects on the general public that would occur should LEO satellites, many of which provide both critical services in peace time and war, be caused to fail. Given the relative ease with which ASATs can be built, the US must therefore monitor key indicators of ASAT development throughout the world.

Russia's bleeding wounds
Article Abstract:
The Russian Central Bank has reported that around $700 million to $1 billion in capital is illegally transferred from the country each month or around $10 billion annually. However, economic experts estimate that capital flight averaged $1.5 billion to $2 billion per month or 20 billion to $22 billion per year since 1992 and a combined total of $150 billion in the last seven years. Capital flight is partly blamed for Russia's economic downfall, in addition to tax evasion, corruption and embezzlement.

Russians market HE-armed Shkval in Abu Dhabi
Article Abstract:
Russia's Region design bureau has started marketing Shkval-E, a conventionally armed variant of the Shkval high-speed underwater rocket. Shkval-E can disable surface targets, block channel and skerries and defend ports and basing points. The 8.2m-long missile can be launched either from a submarine, surface ship or fixed land-based installations. The weapon has an 80% accuracy of hitting a target at ranges up to 70km.
