Better, faster, cheaper

Article Abstract:

The Marine Corps Systems Command applies a number of approaches to achieve its goal of getting equipment better, faster and cheaper. One way to get equipment cheaper and faster is by adopting commercial off-the-shelf technology. This, however, is not always applicable since there are requirements that must be satisfied without compromise. The need to get equipment faster has led the government to relax contracting rules, adopt commercial specifications and improve communications between government and industry. In order to acquire cheaper equipment, specifications must correspond to what is actually needed so as to avoid over-specification. Moreover, attention must be given to life-cycle costs as about 70% of the life-cycle cost is incurred after fielding the equipment.
