The year of declining readiness

Article Abstract:

The Joint Chief of Staffs reported to the Senate Armed Services Cmte in late Sep 1998, that the military preparedness of the nation was declining alarmingly and could revert to its woeful state in the late 1970s by roughly 2003. In particular, the deterioration in deployed and non- deployed military readiness in the Navy because of existing budget constraints has become a matter of serious concern given the tempo of operational contingencies worlwide requiring US naval assistance. Chief of Naval Operations Adm Jay L. Johnson stressed that US sailors need clear signals in the FY 2000 budget that their pay and retirement benefits will improve and that they will be given the equipment to do their jobs.
