The US is having a tough time understanding the strategic cultures of its new potential peer competitor, the People's Republic of China. Though the United States wielded hegemonic strength, and China remained something less than a great power, Chinese strategic culture predicts that this asymmetric distribution of power is not completely to China's disadvantage, and as long as China could bide its time and hide its capabilities, it would stand poised to benefit in this emerging world order.

The negotiations between the U.S. and Japan under the Security Consultative Committee (SCC) have strengthened their ties, allowing both countries to reassess the purposes of the alliance. Besides, North Korea's ballistic missile launch has prompted the U.S. and Japan to expedite their missile defense collaboration, and the two countries have also enhanced preparations to jointly address the threat posed by drugs trafficking, weapons, and counterfeit goods.

Transforming the alliance
Article Abstract:
The US President George W. Bush administration is quietly and successfully negotiating a fundamental transformation of the US-Japanese alliance, while the American public and most policymakers are fixated on the war in Iraq, and Asian hands flagellate themselves over the rise of China. The two countries, with the alliance, will finally harness their combined power to respond to the threats of Islamic terrorism and nuclear North Korea.
