Weinberger's six tests

Caspar W. Weinberger, the Secretary of Defense under President Reagan has laid down six tests that are to be applied when weighing the use of US combat forces abroad. He suggests that he has phrased these tests negatively in order to make them sound as a note of caution that must be observed prior to committing forces to combat overseas.
