The Australian Securities and Exchange Commission is enacting strict controls on a style of apartment management originating in Queensland. A developer will sell strata units to investors who are told they will be managed by an on-site rental agent. New rules require publishing a prospectus on such schemes, installing the agent for a short period, and permitting each owner to withdraw on no more than 90 days' notice.
