A new 'opening': Canada's Cuba visit annoys Washington

Canadian Foreign Affairs Minister Lloyd Axworthy visited Cuba in Jan 1997, and signed a tentative trade agreement with Cuban Pres Fidel Castro. The US denounced the visit, but then later tempered the remarks. Canada and other nations have been at odds with the US over the Helms-Burton Act.

Tobin's war: Canada's feisty fisheries minister wins new allies in his battle with foreign fleets
Article Abstract:
Tobin won accolades in Canada for his successful European Union negotiations of turbot fishing limits outside Canada's territorial waters in the Grand Banks section of the Atlantic. Tobin persuaded the UK, to abandon its neutrality in the dispute and support Canada.

Yes in Atlantic Canada?
Article Abstract:
Voters in New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland seem to be favoring a Yes vote in Canada's 1992 constitutional referendum. A poll of Atlantic Canadians shows 53% in favor, and only 30% against, with 17% undecided.
