Chances are increasing for a national referendum on national unity in Canada, but the planning of such an election has hardly begun. Prime Minister Brian Mulroney favors the vote, while Constitutional Affairs Minister Joe Clark is opposed.

Canada's Prime Minister Brian Mulroney is in the process of deciding whether to step down prior to the next election which could come in the spring of 1993. Mulroney may wait until the country's constitutional questions are resolved.
