AT&T filed plans with the Securities and Exchange Commission to raise per-minute charges for millions of telephone customers the day they promised lower bills. The Consumers Union and other advocates accuse the F.C.C. and the country's largest long-distance company, with 60% of the market, of deceit. The One Rate plan will go from $3 to $5 per minute. The F.C.C. points out that if customers don't like the rates, they can always switch to other services.
