Article Abstract:
Librarian of Congress James H. Billington has inititiated a fee proposal, filed in Congress in May 1992 as S 2747, that will charge user fees for specialized services. The bill would also allow the Library of Congress to recover costs for the services that it provides to local libraries such as preparing catalog cards. Opponents of the fee, including some officials of the American Library Assn, argue that the bill will set a precedent for public libraries to charge user fees, which would contradict the fundamental purpose of public libraries. Billington says that his aim is not to make more money or to become sophisticated per se, but to ensure the library profession's survival by making it more dynamic.

Should Congress pass legislation to compensate property owners if federal regulations reduce the value of their property?
Article Abstract:
Nancie Marzulla claims that the US government has neglected its duty to defend property rights, while John Schmidt argues for the administration that bills in Congress threaten most citizens. The pro position asserts a heretofore unprotected right to compensation and objects to use of unwilling private funds for public works. This would encourage less expensive options, and reduce litigation. Opponents say passing the bills would either sacrifice public protections or make the public pay private entities to live up to the law.

Should Congress make it easier for non-Indians to adopt Indian children?
Article Abstract:
Some people think Congress should facilitate adoption of Indian children by non-Indians because it would decrease the number of children in foster care and give them the opportunity to experience a caring, family life. Other people think that proposed adoption legislation will make it easier for Indian children to be removed from their homes and tribal communities, and Indian families should be given strong preference in adopting Indian children.
