The Labour government in 1994 gave Telstra and Optus exclusive rights for pay-TV, a trade-off for their multi-billion dollar investment in cable systems. Those rights expired in Jul 1997. In Aug 1999, Boulos was denied entry and access to this market, resulting in a debate about the openness of Australia's deregulated telecommunications industry.
