There is growing economic discontent in Hong Kong as there is a growing gap between the rich and the poor. The simmering discontent came out in the open when wage cuts were announced in Telecom in September 1998. C.H. Tung's government is seen as supporting the rich and not paying enough attention to the middle and lower income groups.
