Compaq disputes Japan ministry's bid procedure

Compaq Computer Corp Pres Eckhard Pfeiffer sends a letter to Japan Ministry of International Trade and Industry vice minister Hideaki Kumano protesting the Ministry's decision to award a contract to rent 2,250 32-bit notebook computers to low bidder NEC Corp of Japan. Pfeiffer complains that the Ministry made its decision based on price alone without considering performance, inhibiting foreign companies' ability to compete. Compaq offered to rent Intel 80486-based notebook computers to the Ministry for 10,500 yen a month each, while NEC offered nearly obsolete Intel 80386 machines for 4,750 yen. Other bidders were Fujitsu at 7,250 yen and Toshiba at 10,300 yen. Pfeiffer's letter is something of an embarrassment to the Ministry, since it is responsible for negotiating trade agreements and claims to be encouraging the import of foreign goods into Japan.
