Article Abstract:
Russian Pres Boris Yeltsin's economic reforms involving rapid privatization, price decontrol and anti-inflationary tight money was likened to shock therapy. The method, which is endorsed by the International Monetary Fund and Western economists such as Harvard economist Jeffrey Sachs, was effective in Latin American countries, although it invariably caused enormous political and social outcry. Western economists underestimated the political clout of Russian state enterprises, and failed to foresee that Yeltsin could only employ half-measures. This resulted in low production, hyperinflation and a middle class threatened with extinction.

Article Abstract:
The yearly increase of college education costs all over the US is not likely to abate in the near future. However, many parents complaint that colleges give a poor return for their investment in higher education, as many professors ignore undergraduate teaching in favor of research, which pays more. Universities are trying to restore the balance of emphasis between teaching and research, but success would depend very much on whether or not the financial rewards for undergraduate teaching are increased. This is going to be difficult for both public and private colleges due to the ailing economy.
