Fiji Prime Minister Sitiveni Rabuka is attempting to govern in coalition with his Indo-Fijian opponents. Rabuka seized power in 1987 to keep the Indians at bay, but he desperately needs them now as he prepares to go against Brigadier Ratu Epeli Ganilau, the son of late president Ratu Sir Penaia Ganilau.
