Taiwan's president Lee Teng-hui is encouraging Asian businessmen to invest in other Asian markets. The Central Bank is financing low-interest loans to entrepreneurs who invest in depressed markets and the Council for Economic Planning and Development is building a $20 billion Southeast Asian strategic-investment fund. However critics warn Taiwan that Southeast Asia must not be considered a major trading partner at the expense of China.

Gloria's poverty problem

Continued unrest in the streets of Manila indicates the possibility of Filipino President Gloria Macapagal-Arroyo having to face a class war. Arroyo's handling of a May 1 riot in which 20,000 of the country's poor stormed her palace, indicates that the president has a long way to go in bridging the gap between the classes in her country.
