The United States, in 2000 and 2001, announced an ambitious series of Millennium Development Goals (MDGs), aimed at achieving minimum standards of life, such as schooling and access to clean water, for the world's poorest people by 2005. The most ambitious goal is to plan to halve the number of people living in extreme poverty, defined as existing on less that $1 a day, by 2015.

The 2001 recession in the United States hits the state budgets, since most of the cuts are laid on higher education. The tuition fees have increased and the students from the low-income families find it tough to attend college.
