Let's get going on a data highway...
Article Abstract:
The United States needs to act more forcefully and effectively to develop a data superhighway. This nation already lags behind France and Japan in planning and deploying such a resource. Unproductive controversies among regulators, special interests and politicians are wasteful of time and energy. Development does not need to wait for fiber-optic cabling to be strung to all homes and businesses. Much can be accomplished using the infrastructure already in place. Potential users should be surveyed to determine their current and future requirements. Available technologies should be investigated and tested by means of simulations and demonstrations. Innovative approaches should be funded, and incentives should be provided with tax credits. The data highway should be built now, using existing data networking as a foundation.

If information is the commerce of America's future, then information superhighways represent a latter-day equivalent of the industrial age's transcontinental railroad. This is an important and exciting concept, but this technology should be implemented carefully. Information products are vulnerable to theft, and software publishers are already losing billions of dollars of revenue annually because of piracy. If security is not a primary concern, information networks could become a drain on the nation rather than a valuable national resource. The law needs to be updated, and enforcement capabilities need to be strengthened. We are entering into a global economy and information superhighways will have a global reach. The law should be standardized and made global.

Article Abstract:
The US is neither economically nor technologically ready for 'data highways.' Proponents say fiber-optic networks with large amounts of transmission capacity would improve education, enhance America's ability to compete and resolve various social problems. In fact, global data highways are premature. Installation of a fiber-based system would cost between $100 billion and $300 billion, and relatively unsophisticated technology would be used. Recent technological advances show that near-term needs can be satisfied using relatively inexpensive upgrades. This provides an opportunity for further development of fiber-optic capabilities, so that sophisticated technology will be available for deployment at a more appropriate time.
