March budget planned: Goodale's likely to earmark most of this year's surplus for federal debt reduction

Finance Minister Ralph Goodale is planning to acquire governmentEs first budget and utilizing the same to balance expensive election promises with Ottawa's growing need to be more prudent with its money. For the year ending 2004, $2-billion of the $5-billion surplus is earmarked for the provinces for health care, leaving $3-billion for the government to either spend quickly or put toward debt repayment.
