Notes & Comment: Flouting the Convention
Article Abstract:
The 51st annual International Whaling Commission (IWC) meeting will be held in 1999 in Grenada. The event may be marked by demonstrations by pro and anti whaling countries and concerns. Whaling regulation has been debated for most of the 20th century. Efforts to force a ten year moratorium on whaling in the 1970s were only enforced by threatened boycotts. While this ban was intended as temporary the IWC appears to want to halt all whaling.

In tune with Ireland
Article Abstract:
The southeast town of Wexford has become the unlikely center for Ireland's opera enthusiasts. Prior to 1951 Wexford had no history opera until one enthusiast, TJ Walsh, founded the annual Wexford Opera Fetival. The festival has found its own unique place amid Europe's rich musical history.
